Preface This is the third edition of CSA C22.3 No. 8, Railway electrification . It supersedes the previous editions published in 1991 and 1986 under the title Railway Electrification Guidelines. It is one of a series of standards published by CSA Group under Part III of the Canadian Electrical Code. This Standard contains requirements for railway electrification in the following subject areas: a) insulation coordination and electrical clearances (see Clause 4); b) mechanical vertical and lateral clearances (see Clause 5); c) overhead contact systems (see Clause 6); d) electromagnetic compatibility (see Clause 7); e) protection of railway signalling systems (see Clause 8); f) grouping, bonding, and fault clearing (see Clause 9); g) electric utility interface system studies (see Clause 10); and h) electrical equipment (see Clause 11). This Standard was prepared by the Technical Committee on Railway Electrification, under the jurisdiction of the Standards Steering Committee on Power Engineering and Electromagnetic Compatibility, and has been formally approved by the Technical Committee. This Standard has been developed in compliance with Standards Council of Canada requirements for National Standards of Canada. It has been published as a National Standard of Canada by CSA Group. Scope 1.1 Application This Standard applies to the overhead contact system and traction power supply to the locomotive, using a single-phase alternating supply (AC) at 25 kV or 2 × 25 kV nominal voltage, 60 Hz, for new installations and modifications to existing systems. 1.2 Intended use This Standard has been written primarily for use in the development of conventional railway freight and mainline/commuter passenger services; however, this Standard can be used for the development of special services wherever possible. 1.3 Design considerations This Standard covers design considerations in the following selected areas of railway electrification: a) electric rail traction power system studies; b) vertical and horizontal clearances; c) overhead contact systems; d) interference with railway signalling circuits; e) interference with communication circuits; f) utility interface-unbalance and harmonics; g) grounding and bonding; and h) the overall traction power system performance as it relates to system reliability, availability, maintainability, and safety (RAMS). 1.4 Disclaimer The clauses in this Standard do not constitute complete design or construction specifications for railway electrification. 1.5 Conditions not covered by this Standard Conditions not covered by this Standard might be governed by the appropriate requirements of other standards and documents in common use or as required by authorities having jurisdiction. Note: For any topics not included in this Standard, standards and guidelines from the following organizations might be useful: a) American Railway Engineering and Maintenance-of-Way Association (AREMA); b) European Norms (EN); and c) International Electrotechnical Commission (IEC). 1.6 Terminology In this Standard, "shall" is used to express a requirement, i.e., a provision that the user is obliged to satisfy in order to comply with the Standard; "should" is used to express a recommendation or that which is advised but not required; and "may" is used to express an option or that which is permissible within the limits of the Standard. Notes accompanying clauses do not include requirements or alternative requirements; the purpose of a note accompanying a clause is to separate from the text explanatory or informative material. Notes to tables and figures are considered part of the table or figure and may be written as requirements. Annexes are designated normative (mandatory) or informative (non-mandatory) to define their application. 1.7 Units of measurement The values given in SI units are the units of record for the purposes of this Standard. The values given in parentheses are for information and comparison only.
