Preface This is the first edition of CSA C22.3 No. 11, Maintenance of electric and communication utility equipment and systems, one of a series of Standards issued under the Canadian Electrical Code, Part III. This Standard’s scope is complementary to CSA Z463, Maintenance of electrical systems, which specifies the maintenance requirements for electrical systems that are employed by those other than supply and communication utilities. This Standard was prepared by the Technical Committee on Utility Electrical System Maintenance, under the jurisdiction of the Strategic Steering Committee on Power Engineering and EMC, and has been formally approved by the Technical Committee. This Standard has been developed in compliance with Standards Council of Canada requirements for National Standards of Canada. It has been published as a National Standard of Canada by CSA Group. Scope 1.1 This Standard specifies requirements for the maintenance of electrical supply and communications equipment and systems employed by supply and communication utilities. This Standard applies to new and existing electrical supply equipment and systems where they are employed by a utility in the exercise of its function as a utility. 1.2 The requirements of this Standard are intended to facilitate the safe, reliable, and cost-effective operation of electrical supply and communications equipment and systems, employed by supply and communication utilities, through the application of consistent maintenance practices that address worker safety and public safety. 1.3 In this Standard, "shall" is used to express a requirement, i.e., a provision that the user is obliged to satisfy in order to comply with the standard; "should" is used to express a recommendation or that which is advised but not required; and "may" is used to express an option or that which is permissible within the limits of the Standard. Notes accompanying clauses do not include requirements or alternative requirements; the purpose of a note accompanying a clause is to separate from the text explanatory or informative material. Notes to tables and figures are considered part of the table or figure and may be written as requirements. Annexes are designated normative (mandatory) or informative (non-mandatory) to define their application.
