It replaces CSA EXP276.2, Design requirements for near-shoreline floating liquefied natural gas (FLNG) facilities, published in December 2020. This Standard outlines minimum requirements for the design of floating near-shore LNG (FLNG) facilities, associated LNG storage components embedded within FLNG facilities, transfer systems, mooring systems, and the modularization and marinization of process equipment. This Standard recognizes the need for a comprehensive and risk-based approach to facility design and layout, and is intended to be used in conjunction with applicable clauses in CSA Z276. This Standard was prepared by the Subcommittee on Liquefied Natural Gas (LNG) — Floating Near-Shoreline Production, Storage, and Handling, under the jurisdiction of the Technical Committee on Liquefied Natural Gas (LNG) — Production, Storage, and Handling, and the Strategic Steering Committee on Liquid and Gaseous Energy Systems, and has been formally approved by the Technical Committee. This Standard has been developed in compliance with Standards Council of Canada requirements for National Standards of Canada. It has been published as a National Standard of Canada by CSA Group. Scope 1.1 Application This Standard applies to a) permanently moored floating near-shore facilities used for pre-treatment of natural gas, liquefaction of natural gas, storage of LNG, or offloading of LNG; b) purpose-built floating LNG facilities and repurposed LNG carriers; c) ship-to-shore interfaces (e.g., gas supply and electrical connections); and d) station-keeping systems (e.g., tethering structures and mooring systems). Note: See Figure 1for CSA standards that address minimum standards for onshore LNG facilities, marine structures associated with onshore LNG facilities, and floating near-shoreline LNG facilities. 1.2 Other LNG applications CSA Z276.1 contains additional requirements for LNG loading operations. 1.3 Exclusions This Standard does not apply to a) onshore LNG facilities (see CSA Z276); b) offshore LNG facilities; c) LNG carrier design; d) floating facilities used for the purpose of LNG regasification (i.e., floating storage and regasification units); e) associated marine structures (e.g., piers, wharves, or jetties) (see CSA Z276.1); and f) gravity-based structures. 1.4 Units The values given in SI units are the units of record for the purposes of this Standard. The values given in parentheses are for information and comparison only. 1.5 Terminology In this Standard, "shall" is used to express a requirement, i.e., a provision that the user is obliged to satisfy in order to comply with the Standard; "should" is used to express a recommendation or that which is advised but not required; and "may" is used to express an option or that which is permissible within the limits of the Standard. Notes accompanying clauses do not include requirements or alternative requirements; the purpose of a note accompanying a clause is to separate from the text explanatory or informative material. Notes to tables and figures are considered part of the table or figure and may be written as requirements. Annexes are designated normative (mandatory) or informative (non-mandatory) to define their application.
