Preface This is the first edition of CSA TS-604, Guidelines for Enhanced Train Control Interoperability. This Technical Specification is not a Standard, and it has not been formally reviewed or approved by a CSA Technical Committee. CSA Group acknowledges that the development of this Technical Specification was made possible, in part, by the financial support of the Standards Council of Canada (SCC) and Transport Canada. This Technical Specification was prepared by the Working Group on TS-604 and has been reviewed by external subject matter experts as part of the public review process. Scope 1.1 Interoperability This Document provides interoperability guidelines and best practices to ensure ETC systems deployed by railway operators in Canada will be interoperable where required. It is primarily intended to a) provide guidelines for foreign or tenant locomotives to operate without restriction or interruption on any ETC-equipped railway that requires interoperability; and b) provide guidelines for foreign or tenant locomotives to operate without restriction or interruption on any host ETC railway with the same functionality that would be required by host railway locomotives (unless provided for by exception). The guidelines in this document identify interoperable requirements for ETC systems, and only specify requirements to address the minimum functionality. This document is not intended to specify extraneous requirements or unnecessarily restrict the ability of railway companies to develop or procure ETC systems. 1.2 Inclusions This Document applies to host railway companies, suppliers, and contractors as a set of interoperability guidelines in relation to automatic train protection (ATP) and driver advisory systems (DAS). 1.3 Exclusions This Document does not address ATP and DAS functionalities, such as operational concepts, other than ETC interoperability. Such functionalities should be identified and implemented by the relevant railway companies, suppliers, and contractors as an industry standard. This Document does not provide guidelines for any system other than ATP and DAS. 1.4 Terminology In this Document, "should" is used to express a recommendation or that which is advised but not required, and "may" is used to express an option or that which is permissible within the limits of this Document. 1.5 Units of measure The values given in SI units are the units of record for the purposes of this Document. The values given in parentheses are for information and comparison only.
