In addition to the general scope of QP BASE, the scope of this standard covers the following:
This standard describes a method for evaluating the qualifications of passive fire protection contractors and defines a minimum standard to evaluate the contractor’s capabilities.
The scope of passive fire protection (PFP) includes both intumescent and cementitious passive PFP in the shop or field.
The objective of this procedure is to determine if a PFP contractor or shop has the personnel, organization, qualifications, procedures, and knowledge to install PFP.
This is not a standalone standard, as it is intended to be used in conjunction with QP BASE. Unless otherwise noted, the requirements of QP BASE in their entirety are incorporated by this standard.
When this standard adds requirements to those described within a section or subsection of QP BASE, it will be in addition to the requirements of QP BASE. These additional requirements do not replace the requirements of QP BASE unless it is explicitly stated as such.
This standard provides a method for evaluating the primary qualifications of contractors who install Intumescent or cementitious PFP systems in the shop or field and defines a minimum standard for qualification. As further detailed within this standard, the contractor shall:
Have an organization that clearly defines the authority and responsibilities of positions required for the operation of a contracting firm that installs, repairs, or replaces PFP systems.
Employ full-time qualified management and utilize qualified craft workers and support workers on work crews.
Implement a quality system (QS) meeting the requirements of Paragraph 4.3.
Implement a written worker protection program based on occupational safety and health requirements in force in the locations where the contractor or shop operates.
Implement applicable environmental protection compliance procedures based on requirements in force in the locations where the contractor or shop operates.
Demonstrate knowledge of applicable industry technical standards and best practices.
This procedure encompasses both the field and shop application of passive fire protection systems.
This procedure encompasses surface preparation, application, cure, and related operations as they apply to the installation of passive fire protection (PFP) systems on buildings and structures or maintenance of PFP Systems requiring replacement or repair.
Rationale
QP BASE covers non-technical elements that are not unique to any specific type of work, such as shared defined terms and administrative and management procedures. This standard covers technical elements specific to the type of work defined in the scope and elsewhere herein.
